Red Oak Public Housing Transformation

Hahn and Hahn Team, Inc. was selected by the Housing Authority of Fulton County (HAFC) under a HUD Technical Assistance Grant to provide comprehensive local planning expertise in transforming this “distressed” 162-unit public housing townhouse community located on a 30-acre site in South Fulton County, Georgia into a sustainable mixed-income neighborhood. Working closely with the HAFC, Hahn and Hahn Team forged collaborative partnerships with local government, for-profit and non-profit housing developers, area-wide educational, employment, transportation, health and human service organizations, law enforcement agencies, neighborhood churches and faith-based organizations. The strategic planning recommendations prepared by Hahn and Hahn Team, Inc. were incorporated into the Housing Authority’s HOPE VI application for this neighborhood.  

Hahn and Hahn Team, Inc. developed a solution-focused redevelopment plan that comprehensively addressed the Red Oak neighborhood needs. Extensive interviews were conducted with neighborhood residents, community leaders, and government agency and nonprofit representatives. The comprehensive community-based plan developed by Hahn and Hahn Team, Inc. placed a strong emphasis on local community planning and enlisted the support of key local community leaders. Actions to expand and build up existing community resources and services were prioritized to assist the Housing Authority in their implementation.

Local community planning recommendations for transforming this “distressed” neighborhood included:

  • Establishing a task force to implement the proposed redevelopment action plan
  • Production of a newsletter to inform residents of available neighborhood transformation programs
  • Conducting a series of educational forums for solving both the short and long-term redevelopment needs of the target neighborhood
  • Implementation of Crime Prevention Through Environmental Design (CPTED) improvements to enhance the safety and security of the Red Oak neighborhood
  • Preparation of a “CPTED Master Plan” for the Red Oak Redevelopment Area that would serve as an “overlay” onto the HAFC’s proposed HOPE VI Redevelopment Plan
  • Conversion of the existing public safety training center in the neighborhood into a multi-purpose center to serve the residents of the Red Oak neighborhood.
