Doudney Property Residential Planned Unit Development (RPUD) Rezoning

Bob Hahn served as planning and development advisor to the development team that successfully rezoned 56 acres of land known as the Doudney Property from County A-2 (Rural Agricultural and Conservation) to City RPUD (Residential Planned Unit Development).

The property is one of the few reamining large parcels of land available in the City of Deltona for master planned residential development. For approximately 20 years the property had an underlying land use of “urban low intensity” (4 du/ac). In 2004, the property was annexed into the City of Deltona and assigned a land use of 6 us/ac. In 2005, the Planning and Zoning Board recommended that the City Commission approve a Large Scale Comprehensive Plan amendment for the property changing it from County Urban Low Intensity to City Low Intensity Residential. In November 2005, the City Commission adopted an ordinance changing the property’s future land use designation to Low Density Residential.

Mr. Hahn assisted the team in formulating the developer’s agreement and attended key strategy meetings with the developer, the City of Deltona planning staff, Volusia County Schools, and representatives of the Volusia Country Growth Management Commission.

The final developer’s agreement and master development plan was regarded by staff as exceeding the County’s development standards in traffic impact, tree preservation, threatened and endangered species, open space, wetland preservation, storm water management and drainage.
